Car rpm meter idea

Hello,

I have an idea to make project which should act like this:

When car is no moving, leds are running slow and its speed is determined by the speed of the vehicle. So it should act like led chaser whose speed depends on the speed of the vehicle. 
Can it be done with old school components such as ne555+cd4017?

Absolutely, you can use the 555 to 'smooth' and stretch ignition pulses to clock the 4017 or perhaps your car has a pulse sensor for the speedo?

If the idea is "to make the most difficult to read and most completely useless rev counter ever made" then yes, that sounds perfect.......     :-DD
