Seems to depend on the state/company.
Are you really not allowed to install a system which simply never feeds in but only saves on your consumed electricity?

It's the grid tie that makes it complex (backfeeding into the grid)
If you just want to run your house without back-feeding it's pretty simple.
You just have to get an electrician to do the in-wall wiring and wiring to the fuse/breaker panel with contractor/disconnects or selector switch (mains vs UPS).
That's all a one-off cost.
