Basic ZVS driver question

I'm trying to build a ZVS driver for a high voltage pulse circuit, but I'm first trying to perfect the driver.  My question is, how do I know if my ZVS driver is working properly?  I don't think mine is oscillating.  I've attached my circuit. The question is are both lamps suppose to light up in this example?  Because when I put lamps on my ZVS only one lamp lights up as shown in the other attachment.  Is this correct?  I would assume the ZVS is suppose to oscillate back and forth and therefore both lamps would be on.  I'm confused.

It will not oscillate without an inductor at the output.
