Identifying a fast moving object using RFID (or similar tech)

I have the opportunity to work with a TagMaster system, which is an RFID tag attached to a fast moving object (like a car) and an antenna placed at a distance (few meters), and it allows for identification via network (each tag has an unique ID). I was wondering if there's a way to DIY this at a reasonable cost. The key here is the distance and speed at which the tag passes near the antenna.
