Not sure what this is but it reminds me of a contactor.
At the bottom, it says Type ST11 and it is rated at 380V, 10A.
What does it do and how do I wire it?

Not a contactor but a relay.
2/10-coil supply Look on the other side. It should be listed what voltage it is and if it is AC or DC.
1/4-Normally closed (NC)
1/3-Normally open (NO)
6/5-NC
6/7-NO
11/8-NC
11/9-NO

That is a TPDT (triple pole double throw) relay.
