nah. HSS works fine in phenolic FR4 material.
you mean 'do not use HSS in FIberglass based FR...

( trying to stomp out this notion that FR4 is a specific board material .... FR4 is a designation for flame retarding materials. it has NOTHING to do with what the actual material is , just that is is category 4 flame retardant )
