tips on how solder bga such as xilinx xc7020 and pre heaters

hi i am trying find out how to solder a new bga with 484 pins.
i have a few questions
i currently have a hot air rework station from china which i have had set to 480 degrees c but it still was not hot enough to remove a large bga without damaging the circuit. So i was wondering do large bga,s require pre heaters to make it easy to remove them.Also what stops the components on the bottom of the board from falling off with pre heaters.  whats everyone's thoughts on infrared stations

Generally if you preheat, you heat it to around 100C, and then apply heat to the part you want to remove and that brings it up to a high enough temperature to melt the solder without melting other parts off. If you damaged the board then you're using too much heat and/or the wrong tip and heating things that shouldn't be heated.
