Title: Transformer primary testing / estimating?

i for the most part salvage everything from everything i take apart and as part of that i have a metric shit-ton of transformers

normally i just have a peak see at what windings are the thinnest to guess the primary side of the iron xfr but some of them are not made for 120v, some are tapped off and some are very high current

my question is is there a generic rule of thumb for resistance or inductance (or both) of a primary transformer winding for a current range?

i say this because today i plugged in what i thought was the primary winding to my testing ballast and it went up in a puff of smoke! (gotta get a smaller ballast) and it was the higher resistance side!

Sounds like the transformer may have a shorted winding.
