Any sufficiently advanced technology is indistinguishable from magic; e.g., Cheez Whiz, Hot Dogs and RF.

And I thought that only could only happen if you fell asleep in bed with a lit cigarette. (Which apparently is, or at least used to be, a fairly common occurrence, to the point they had to create ads warning people not to smoke in bed! It also helped spur the advancement of mattresses and bedding that simply melted instead of bursting into flames. The more you know! ~~~~#)

why even take the risk? and the ashes on the bed..
asking to burn yourself pretty much..

If you think that's dangerous, imagine the guys using 200-300W eCig mods. They're basically shorting an 18650 cell across a 0.15ohm piece of steel or nickel wire, inches from their face! *Shudders*

Pretty sure that is trick photography. Perhaps they are standing some distance behind the arcing insulator?

Much like the famous "Tesla seating reading book among lightning arcs' picture was something he did with double exposure.

Wouldn't be so sure, I think they moved in close once the arc struck.

There are now spark-gap lighters widely available. Colorfully referred to as "Tesla coil" or "plasma" and rechargeable via USB.
Here is a YouTube video of someone who hacked one into a mini "plasma cutter" for paper, etc...

I wouldn't have thought that frequency is nearly high enough for the sort of 'tricks' you see with tesla coils (the skin effect), no wonder he got a shock...  Also, its unlikely to be a neat sine wave as its a blocking oscillator flyback, so the output voltage can be much higher than simply down to the turns ratio (current source output). 

I had an old 'electronic' cigarette lighter, I think it was from the 60's or 70's, powered by a small 12V battery (not piezo!) that generated a 1hz arc for igniting the gas - hardly the same as that beast but I was impressed by the ingenuity as it must have been 4-5kv albeit tiny current (pretty much felt like a piezo zap).
