Wanptek TPS3010 power supply missing part

Hi,
I purchased Wanptek TPS3010 power supply on AliExpress. I noticed, that it is missing a part which is normally present in this kind of power supplies. Please see pictures. What is the purpose of the part and should I add it to the PCB?

FYI this power supply's case is completely unearthed and thus dangerous - PE connection point is perfectly isolated by black paint of the case.

If the power supply is working, why add anything? The size of your photo is small, and the quality is poor. It's hard to see what part might have been installed there.
