What kind of varistor is this?

Can anyone identify this component, possibly a varistor?

I would say it is a capacitor 1n5 F. The 400 V AC and peak 4kV rating, along with all the other certification logos suggest that it is rated for safe use on mains.

Benta:
It's a 1.5 nF Mica cap for mains use.

This is fun :)

It's a 1.5nF 400V AC, 4kV AC test, Ceramic.  Note that while it's certified for flamability, it's not suitable for use (unprotected by a fuse) across the mains as it doesn't have an X or Y marking.

Edit: Y2 would require 5kV test and Y1, 8kV.

I saw the 1n5 marking,
but it never occured to me that it could be anything but a varistor.
