Which multiple satellite GNSS receiver has best fix under restricted sky view

Which brand and model GNSS receiver can recceive ALL satellites visiable in Europe.

Able to give reasonably accurace position (10 to 15 meters) when sky view is restricted.  Signal is weak in-door of Europe style 3 stories home (with little steel bar inside wall)

Best is reveiver and antenna in one module.  Cell energy limited, can work will low wattage.

I've had good experiences with UBlox M10S, it's multi constellation and optimized for low power. It is able to retain (but not aquire) a fix between 2 5-story concrete buildings in my tests.
