Yet another identify this component thread...

This board is from a little UVC LED water sterilizer I got on ebay. Trying to identify this little SOT-23 package, which I think might be a voltage regulator. Transistor doesn't make sense, and I'm having trouble making out the tracks vecause of the super shiny white coating on the board. All I can identify is that the code on the chip is 1A40 (I think).

Also, any thoughts on why R1 isn't populated and the positive lead is bodged on?

P.s. Sorry for the B&W pic, but it made for much better contrast for identifying the letters on the chip.

Also, what an adorable little LED driver! Didn't know they came that small.
