For constant voltage 12v LED strips but what actually sets the 12V LED driver supplies apart from standard 12v power bricks? Is there some kind of compliance or certifications the LED drivers meet?

Wouldn't really know, but if it's constant 12V voltage, I'd guess
LEDs can accept higher ripple than other devices, so the LED
supplies may have a simpler design (and be cheaper).
