Consumer PSU design regulations

Look at a small external PSU, like a mobile phone charger, a laptop power brick, etc., etc. I do remember it was not always like that but by now every such PSU is designed such that it's not possible to take it apart in a non-destructive way. Frequently, the plastic shells are glued/welded together. The manufacturers are free to put any BS inside, the customers will never know. This is not because of typical copycat attitude. Rather, all designers have to comply with the related regulations on the target market. I wonder which government pioneered the non-separability requirement and when. Name the hero.

Really? I'm not aware of any standard or regulation saying power supplies can't be disassembled with a screwdriver or whatever.

Unless you can point it out out there is no such regulation.  It's just cheaper to make  injection moulded plastic pieces that glue together than something servivable and these devices are generally too cheap to service anyway.

Being completely sealed also allows good ingress protection (IPXY) which some customers need. Doing so with a screwed together assembly usually requires gaskets and a bulkiee more expensive design.

There are power bricks that can be taken apart. However the vast majority are welded because this way it's easier and cheaper to make mechanically strong enclosure, especially when minimizing the size matters.
