I think landlords are also constrained by insurance policies.  In this particular case, EV's adds additional issues since charging EV's battery is more risk simply for the fact that "more the energy, bigger the problem" if things go wrong.  They probably went lazy with just a blanket "no car battery charging" rather than distinction between car's SLA vs EV's battery.
