Not sure that it's needed.  These are car modifications which are being made to an existing registered car.

There's way too many laws and red tape about every little thing these days, best to make sure what you do is safe, and not compromising the car in any way, and just do it.  Easier to ask forgiveness than to ask permission.     Ricers and car enthusiasts mod their cars all the time and I doubt everything they do is legal, but if they worried about that they would not be enjoying the hobby.

It depends on where you are. In the US where there is no MOT to worry about and in many states no vehicle inspection at all you can get away with just about anything, just make sure it's done safely, that's your own responsibility.

In California there are no inspections other than for SMOG.  You can do pretty much anything you want to a car.
