I don't understand the issue? When I was a kid, I played with toy cars, lego sets etc... We even had a facility near where I lived which had "roads" with actual functioning traffic lights, designed for kids to ride their bikes and start understanding basic road rules. It's no more harmful than a toy plastic cash register, lawn mower, cellphone or musical instrument.

Toy guns are probably more of a worry, and no one cares about those.

IMHO this toy car charger should have a real solar panel and battery and 12V and 24V output so kids and their parents could actually charge up those little toy electric cars when at the park.
