Title: [solve]CPU atx power supply soft start up voltage drop down problem

Hi,
    try to find out ee 19 Flyback Toroidal High Frequency Transformer secondary soft start up voltage  :-// drop 12v to 150mv. Now confusing about it, cause it is also PWM section from PWM ic using 817 optocoupler , now what i do ?
