I got this last week.  Gigabyte 1070 video card.

DVI port is removed. I don't know why.
A wire is soldered across two spots where it looks like the DVI port was.  I don't know why.

I've read of people simply ripping out DVI ports and the rest of the cards still working fine.  Never read anything about soldering a wire in there for some reason.

The card seems to work fine, except it's stuck in 2d low clock speeds.  While starting a game or benchmarking, the clocks may momentarily increase to around where they should be, then goes way back down and stays there.

DVI port completely removed.
The HDMI port apparently doesn't work at all.
All three displayports work.

I've tried forcing higher clocks with MSI Afterburner, and setting Max Performance in Nvidia driver utility, but they still do the quick spike up and then stay back down.  The main problem with this card is the low clock speeds, but the soldered wire is interesting too so figured I'd post it and see if anyone had some ideas why the card is this way.

the wire connect the dvi pcb support ?  dont know why, unless the ground is not common,   remove the remaining pins with a fine cutter, they may short,   if the hdmi doesnt work   that could be another problem

removing dvi, it's a joke and change nothing,  just create problems

try to find display port to hdmi cable  it will be fine ...

but personally   i would toss the card, hs was removed,   you need to redo all the compound pad and or add thermal grease
