About Dell Vostro 1500 battery

Hi, i have a dell vostro 1500 battery type fk890 that is fully charge but cant power the laptop, when i open the battery i discovered that there was no voltage output on any of the  9 terminals, but the battery has 11.1v, i think the fault is in the battery circuit board. any help on how to fix it?
