Agilent E3616A PSU has shortage

This E3616A PSU has suddenly turned off and the 1A fuse is blown.
This PSU is used on 230V

The problem is around the power resistor R1, because it is overheating.
Removing R1 stops the short.
R1 is 0.6 Ohm and from the looks around 10W

I checked the surrounding components in the trace and can not find the problem.
Enclosed is the schematic.

Anyone here have some ideas what the problem might be or what the next step would be?

R1 and R2 are for leveling the current through the main series MOSFETS Q1 and Q4.  A low, sub-ohm value is expected.

If you've removed R1, replaced the fuse, and turned it on again without issue, then it may indicate that Q1 has been permanently shorted.   Remove Q1 and test it.
