Was in the middle of this project and thought I'd share a concerning discovery. I am recapping (among other things) a 2006 model year E3648A, and I noticed that all of the mains X/Y film caps are the dreaded transparent RIFAs! They are located right next to the honking mains power switch on the large power pcb.
I know that these style Agilent/Keysight power supplies (E363X/364X) are popular on the used market, so just wanted to point this out. If you plan on doing any service, it might not be a bad idea to at least inspect if not just replace these caps! I haven't combed digikey for parts yet but I'm sure suitable replacements can be easily found.
