Agilent E8357A VNA 3.8 GHz PMYO phase noise

I'm trying to confirm what the spectrum of the 3.8 GHz PMYO in my VNA should look like. It is measured looking at the leakage at Port 1. Signal level is approx. -70 dBm. The oscillator is not phase locked and phase noise and frequency stability look pretty bad.

I was having multiple errors that went away once I re-seated all the boards multiple times. When I went to adjust the 3.8 GHz PMYO I saw the poor phase noise and frequency stability. The VNA does pass self test however. I'm trying to figure out if this is a problem.
