Anritsu MS2721B boot loop

I got myself an Anritsu MS2721B that was supposed to be working with LO1 locking errors.
But instead it is stuck in a boot loop. It always reboots at the same time after the application has been loaded.
With the old software OS 2.06/App v1.36 it rebooted at approx. 4.6 progress bar cycles (left-right-left) after approx. 50..55s after power-on.
I then upgraded to the latest firmware over network with the Master Software Tools over LAN with the emergency repair option.
With the ne OS 3.21/App 1.51  it reboots earlier at approx. 2.8 progress bar cycles.
Are there experts with knowledge of the MS2721B or similar devices? Do you know if such a boot loop (application is loaded, then it crashes) points to issues of the DSP board or the RF board? Any suggestions how to proceed? Or should I try to return the device though I wouldn't get back the paid VAT and the return shipping?
Is a battery required for the device to operate or should it run from 12V DC?

Battery is not required to run this device.
However, you'll need a power supply which is capable of more than 2,5A,
otherwise you might experience exacty the effect you described.

Hi, thanks for the info, forgot to update the thread.
The issue was what a cap of the 24V supply rail was shorted and the moment the 24V was turned on, it shorted the main input rail and the device rebooted. Replacing the cap fixed the issue.
