Anyone expert on both PC & low level driver coding at once ?
this went from the unsolved issue/need posted many places or times on Linux forums as:

Linux Command to represent plugging in USB so as to automaticaly get detected

As plugging in USB automaticaly getting detected and run a firmware inside, what or how is the Linux command, in some condition USB is already being plugged in but really not being detected/recognized, to scan and recognize that USB to substitute the unplugging and then re-plugging in back action in order that USB automaticaly getting detected ?

all stackexchange sites has no working solution nor the rest ones

so if one expert on how/what actually triggers what component when a PC USB-A port is being mated with its female connector/plug counterpart

this specific my case is wifi adapter ie. external wifi card
then after it's detected which driver actually will get invoked to register to OS and really take effect and low level command/function can represent them all: start re-scan all again to detect/register all USB, re-initialize again on that's not initialized, run the code prepared in the plugging ware
