Apple cinema 24" display turning on/off

Hi guys, have a known problem with apple cinema 24" with turning display on/off .
It's connected to mini dsiplay port to mine win10pc and worked good for while, but when I go higher with brightness more then let's say 50% it starts blinking (turning on off).
So I assumed maybe capacitor problem somewhere and I took it apart, and what I notice that on big capacitors (big white ones) on pics below  when voltage goes over 64 V it's start blinking!?
Any suggestions and ideas, or maybe schematic,boardview for it.
