Asus b34y mother w/ step down 1225c get hot

Hi all

Anyone can give me a tip ... need to know why
This chip in the laptop motherboard is getting hot.

It is a step down 1225c see attachment. This is the only part getting hot as soon as power adapter is pluged in. Does not power on or even turn on leds... 3.3v 5v and 19.8 v are present at random points. A common fault maybe,? Any hint would be much apreciated.
