Which would be a 31 ohm 5% resistor if you're correct.
I'm seeing Red, Orange, Black and Gold. If I'm correct, that's a 23 ohm 5% resistor.
Probably about 3 watt from the size, but that's only a guess given no ruler in the pictures.
But pictures+monitors+eyes aren't always color-perfect. What colors do YOU see, original poster?
Resistor color charts are easy to find if you don't know them.

I take it the old one is completely open?

dam it replaced the res and reasembled it tested and it poped it again so there must be a short some where else in the thing
any one know how to get the schematics for the beko dfsn 1530

That's right up there with replacing blown fuses before determining what blew them in the first place :-\

Well, yeah, that is expected unless you tracked down why the original one blew up in the first place. :)
You need to trace out where that goes to find out what it is supposed to do so you can compare it to see whether the currently measured conditions make sense. Like, if this is an output that goes to a solenoid, is the solenoid shorted? etc.
First of all, follow that trace to the external connector and see what device it connects to. Wiring diagrams for appliances are usually included inside. It won't show schematics of the individual modules but should at least show you which wires on this module's connector go to whatever else...

beko do not supply diagrams and will not help as they say only a certified engineer can repair there appliances the fuse is on the power in from the power switch which goes down thought the door at this point im a little lost at the moment as my multi meter has vanished so i cant check for contiunty to the parts that the wire go too will get back when i work this out

It looks like it might be being used as part of a snubber or something... When you find your meter, check to be sure that D1 or D6 or that big blue square capacitor are not shorted or something like that.

Check the varistor also.
