Title: Cheap BGA rework in Yurop, anyone?

I have a ThinkPad X31 which could use a GPU and CPU upgrade, but since they're both BGA soldered (like all Xseries ThinkPads) I can't easily swap in a Dothan Pentium M or a Radeon 7500 GPU

Is there anyone in NL/EU that can do BGA rework on the cheap? I can get a pre-modded X31 in Germany for 130€ but that's the no other possibility option.

would you say the same thing to a car enthusiast looking for a shop?
Now X31 might not be a 250 GT California Spider (that would be X61/X201), but its up there with Mercedes R107, 1970 Chevelle SS, or Hakosuka.
