Cheesy charger circuit

I had to repair the charging circuit on an old Wavetek CATV meter.  When I pulled out the manual and looked up the circuit, I couldn't believe they cheaped it out that badly.  This was for a 15V Nicad battery pack.

I resisted the urge to improve things and just found a couple of replacement lamps in my spares,
