Clean and examine inside my partially broken Tektronix DSO - precautions ?

I'm thinking static wise and stuff. Its winter time, I have carpet in my room. I've worked on my computer swapping stuff around and cleaning it plenty of times, and usually just assumed I'd be grounded off the chassis.

I really really don't want to start poking around and making it worse. Its at least 2nd and I have no idea its history, but chances are its never been cleaned inside. The model is from the 80s or early 90s

I could wear rubber boots, or am I worrying too much ?

RTFM = the Tek Service manual that you say you have will have all the necessary precautions outlined, plain as day.

There are two principal dangers...

Firstly to the equipment, e.g. ESD. Non-conductive rubber boots will make that worse.

Secondly to you, e.g. if there is a CRT with 3kV and 17kV. Conductive rubber boots will make that worse.

So, learn the various failure mechanisms, do some basic research, take the different necessary precautions to reduce the risks.

Remember that CCD's are criticals, they run hot and must not ever be allowed to over heat.  They are extremely rare devices, do not stress your CDD's with lack of air flow.
The 2430 without his cabinet need an external fan to cool the CCD's.

The one comment I would pass on is to understand your scope before too much exploration.  Esp how capacitors can 'recharge'  (dielectric reabsorbtion) and use of a high voltage probe.  Tek also have a good fault finding manual for older scopes.  Lots of good advice.  http://www.sphere.bc.ca/test/tek-parts/troubleshooting-scopes.pdf

`nope just cracked her open now. 1 thing, it has some little pieces of packing Styrofoam in it. When I got it, it was just in a box full of it, without a bag around the scope.

Yeah I know the CRT dangers stuff, no worries there (for the most part)

I'm not expecting to find anything fired, whatevers wrong is probably hidden and not even worth trying to fix, I'll save the money towards a new scope.

I'm far from being any kind of expert, quite the contrary actually, but as already pointed out maybe the service manual and the fault finding manual would be a good place to start to narrow it down?
