Cleaning Jog or Rotary Encoder & CD lens

I was servicing my CD Changer it has a jog, that by nature looks like a rotary encoder , its skipping some steps while working i believe it needs some cleaning, I want to know what kind of spray should i look for cleaning this kind of things.(available in North America)

Please also advise what could be the best method to clean CD lens

You don't want any contact cleaner type stuff near an optical rotary encoder.  Maybe a dust blow out using "canned air"?

You mean its an optical encoder? Sorry didn't recognize the type.
