Title: Component identification: BNC140 4520, TO126 package

It's from a PHILIPS 8W LED tube (model number 9290013072A).

Pins 1 and 3 are shorted.

OK It looks like it is a 3DD4520 A6:

Any advice of what could be an easy to find replacement?
