Crackle and pop during playback on reel to reel Otari MX5050

My machine recently started playing all tapes with crackle and pop. It has to be the machine since it occurs on all tapes I've tried. Any idea what's causing it? Here is what it sounds like. After demagnetizing and applying deoxit on the volume knob, the pops are reduced but not eliminated.

Thats far too rhythmic and repetitive to be anything other than motor related.

There are also bursts of 60 Hz ripple in there, so possibly a dodgy motor overloading its power supply, or a dodgy power supply can't feed the motor.
Edit: Or something seized mechanically.
