Keithley 237 Repair help needed. Offset Voltage?

Hi,

Recently diving into a new to me sold as repairs needed Keithley 237. Upon turning on it starts without errors and displays zero and reads zero volts on my multimeter. When I attempt to test the voltage sourcing it consistant has a 3.28V offset from what the front panel displays and what the multimeter reads. I trust the multimeter. When disabling the sourcing the 3.28V persists unlike when I turn the machine on and it correctly reads and outputs 0V.

Troubleshooting performed:
All power supply voltages are in spec.
