Datron/Wavetek 4600 Transconductance Amp

Hi all,
I recently bought a faulty Wavetek/Datron 4600 Transconductance amp and having repaired it, I now have a question or two as I've not had one previously. I've got the service manual but would like the operation manual - should I turn on the drive voltage before turning on the output or vice versa or does it not matter?

2nd question - it appears this thing dissipates 150W in standby, am I reading that section on autobias correctly? If that is right, would anyone know what the typical operating temp of the heatsink should be? This ones runs too hot to touch, is that "normal".
