Dead Behringer V-Verb Pro

Plugged this in for the first time in years and... nothing - no LED illuminate, and the display is dead.

Opening the box up, I removed the glue (as noted on other forums) and reseated the cables, but this didn't help either. The caps aren't bulging, but my meter (it was late, so I didn't pull out the scope) indicates that what I think should be the DC input to the 5V regulator is oscillating. There's an SMPS in there - I presume the logical step is to recap and see if this resolves the issue?
