Dell E2213H monitor fails to sync at power up

This Dell E2213H monitor has started to fail to sync at power up. This abnormal behavior is now consistent - it happens every time the monitor powers up, changes video modes, or the computer comes out of sleep, etc.

I have uploaded a video showing a case where it is out of sync for a short time, then syncs.
Other times, it never syncs, and the scrambled image just freezes. I have to power cycle and it will try again.
I've adjusted video timing (to the limited extent possible with HDMI monitors and the NVIDIA control panel), and it hasn't helped.

Does anyone recognize this failure, or know the root cause of this issue, or have any information that could help me decide if it be worth trying to repair?
