EIP 545B frequency counter

Hey everyone, I have an EIP 545B CCN: 2210 that needs some attention. First off the only documentation I have been able to unearth that is remotely close to correct is from a 545A CCN:2209. Close but no cigar I'm afraid. Schematics for some of the boards do not match.
This unit has the power meter and DAC physically present but does not have the options "installed"
Startup checks pass, no E's.
Test 01 only works from a dead cold start (reads 200KHz) If the unit warms up Test 01 give no response. Repeatedly running Test 01 from a cold start gives me subsequently lower freq down to zero each time. ie 200.000KHz, 198.xxxKHz, 145.xxxKHz, 98.xxxKHz, 36.xxxKHz, 8.xxxKHz, 2Hz, 0...    x's just used as filler.
Test 02, 03, 04, 05 all work
Band 1 works and is fairly accurate across its range (~2%)
Band 2 sporadically responds to some input, and only if I scream at it (100mv) but still nothing consistent.
Band 3 I assume dead. Ive tried the output of my tracking generator (10KHz-12.4GHz) and not the slightest blip on the readout.

No sign of the obvious failure or magic smoke escape. I have yet to remove any component legs, but my initial focus has been on the A108 board.
I can pull and read the ic's if need be.
Any input would be greatly appreciated.
