Electronic lighter repair, unknown part

Hello

I'm trying to fix an electronic arc lighter because it has a really high frequency and annoying sound when working. There is a part there I'm guessing is some kind of a timer circuit to drive the coils but I can't find the datasheet anywhere. I'm talking about the MI003 61906 U2 IC. Anyone has any idea what it could be? Picture attached.

There is only one capacitor visible, but that may be a timing cap or a supply filter cap. You could try drawing the circuit with the IC as a black box.

If you have an oscilloscope, you may want to hold a probe near the oscillator when it is running to see if the sound you are hearing is the primary switching frequency or sound due to instability in an ultrasonic frequency oscillator.
