Error in LOZ function on Fluke 289 (Alternative Volts)

Hi there,

I am a Certified Responsible Technician of Electric Installation with high responsibility and I cannot use an indispensable tool for Certified Electric Installations that is the device Fluke 289 and Fluke 1653.

I bought a Fluke 289 with serial number: 29170072 in 2015 in Portugal.

When I want measure on Loz function with Fluke 289 AC voltage grow up to 8-10 Volts without any connection to any electric terminal. In this circumstance, what kind of measure I can do it, if the Multimeter, begin from 0.2 Volts and grow every second to 8-10 Volts Alternative?

So, 6 months ago I went to the company where I buy it (Lenave-Portugal) and I showed them this anomaly and they sent back to Fluke to repair and after 5 months they sent it back and told to the seller company that everything is OK. Of course, the seller see another's news 289 Fluke meters and compares with mine and give me reason to complains because other's 289 stay with maximum 0.2 Volts or 0.8 Volts and send it back again to repair at the beginning of July a.c. I don't know how Fluke works here in Europe but I’m very disappointed. 

Today I was again at Lenave where I bought fluke 289 and I received once more the Multimeter repaired, but with the same anomaly on LOZ function so, when I started on LOZ function the display shows 8.6Volts on Alternate Volts and compare with Fluke 187 with serial number: 92480133 what I bought in 19-October-2014 from the same shop Lenave-Portugal and 189 connected with Straight Voltage Eliminator SW225, the Fluke 289 in Loz mode showing nothing many times and when it's show it, is to low and also, slower than both Fluke 187, 189 . So, it is impossible to work in this conditions. Also, I receive today: 22-August-2016 just Fluke 289 multimeter without box, Alligators, Probes, CD, Certified of Warranty, Certified of Calibrate but with Dirth. 

If anyone knows how can help me, please, tell me where in this world can I resolve this troubleshooting, because in Europe seems impossible. If it is possible to accept video made with all three multimeters connected in parallel to Earth and Neutral then, you will see what will happen. The connection with Probes and alligators are perfect in contact with wire conductor and Neutral bar inside of the electrical distribution Panel where I try to measure the difference between the Earth Protection and Neutral where can be anytime both a little and to much Voltage and discover if Earth Resistance it's truly real exist or is fake depending of Current of Charges connected to Power Energy.

The 289 it's allowed for Certified of Electric Installation because other's are not support because the old models like 187, 189 are not made anymore. Please, can you help me? I can't show video because are restrictions with size of attachments. Here in Europe I need this Fluke 289 for Certified and show with records all Electrical test join Fluke 1653. Also, I have paper in my name but this Multimeter have a history from another costumer who refuse this and it's happened to know just after I buy and try to register what wasn't accepted by Fluke. It's first Multimeter were I have trouble and to many months without work because I bake for Repair. I don't have any money to buy another and here are just 115, 116, 117, 177, 179, 287, 289. Another's models Chinese Fluke doesn't work for Certified Electric Installation. I have signature to Ministry of Energy for responsibility in those areas.
