Faulty 8V standby rail on Bang & Olufsen MCMXCIV CRT TV

Greetings,

I have recently aquired a Beovision avant 28 CRT TV from B&O. Unfortunately, the unit is in a nonworking condition with not even a standby light. However, there is some slight coil whine when the TV is powered. I have found a service manual, and using the missing standby light as a clue, I measured the 8V standby (8VSB) rail on the PSU, which only gave me a reading of 2.3V (see attached diagram). S

Supplying 8V to this rail by external supply at least lights the standby LED, but I am not sure how to fix it. No components appear to be damaged or burnt on the power supply PCB.

I am not very experienced with diagnosing electronics, so any help and/or pointers, however small, will be greatly appreciated.
