Title: FG1617 Frequeny Generator

I was given this frequency generator which is not working. Display works but there is no output. Frequency Control Circuit seems very simple , still I can not figure out why there is nothing on pins 7 or 1 of IC 101? I did change IC 101 and 102, and C 101 and C 102... I lifted R106, still no signal ( on oscilloscope).  Perhaps someone can help or give a hint?  I have attached relevant part of diagram and faceplate. Thanks, Tomo.

Have you checked that P01 is not shorted all the way and IC101 pin 5 active?
