I actually have an identical card with the same exact resistance to ground readings, was this not the actual problem? was it normal that it reads 120ohm on the 8pin 12v rail?

Ok the readings were that low on the 8pin because the high side mosfet for the vram is blown. I replaced it and I'm back with the right readings on the 12v rail  :)
