FLUKE 1750 Operation Problems - Repair

Good evening friends, please I would appreciate your support if someone has had the same thing happen to them with a FLUKE 1750 device, the current problem is that it does not initialize correctly (only the green power LED turns on), I measured the voltage at the terminal block where the battery is connected. internal and the voltage is 0VDC. I will appreciate your comments

In-circuit ESR-meter could help a lot with testing electrolyte caps. Though they look fine they still may fail from age. Next step - check all semiconductors and PWM ICs (LNK304 etc).
