Title: Fluke 2176A Repairing?

Hi, does anyone have experience in repairing a Fluke 2176A, or a copy of the repair manual? I won one at an evilBay auction for a dollar. It's marked as 'does not turn on'. Currently in a freight forwarder in US.

Could it be a rebadged Phillips from shortly after Fluke acquired Phillips?
