Title: Fluke DSP-4000 Screen Flickering

Hi lads,
 I am security and CCTV installer and working with CAT5 & CAT6 cabling regularly. However, I am not admin for data center and brand new Fluke DSX is not in my budget.
So I have old DSP-4000 that helped me a lot. Just recently it stopped working. When turned on screen flicker just like in this picture.

Is there anyone had same issue? I this LCD panel or is it more like main board issue? Please help.
