Fluke PM97 ON/OFF circuit

Hi, Can I ask about PM97 scopemeter ON/OFF circuit?
What voltage on test point TP222 should I measure?
Scope is off, there is +3.3V... it is VRAM? switch on,
value is changed to 0V, second time switch off = +0,4V
only button is pressed, release button change 0V and
power on is still open, the scope is not functious, there is
not possibillietes how to switch ON/OFF circuit
The diagnostic mode is working COM port working with Scopegrab32.
