This is one of those GPS things you can stick in a car and it will send you text messages back with the GPS coordinates using a prepaid GSM sim card, similar to this but it can also do audio:

Unfortunately, I lost the hard-to-find charging cable for a while, (since found) so when I decided to open up the unit, the antenna broke off the board at it's single weak connection point. (see upper left corner of picture below)

Is there any way of reattaching this?  My first thought was that the pad for the antenna had lifted.  Upon scraping off some of the board in the area where the antenna was attached, I found copper and a continuity check told me it was tied to ground.

One of my EE friends suggested that they may have used a very small amount of insulation between the antenna solder point and the ground layer of the board to act as a tiny, tiny capacitor?  Any idea if this is repairable?  What are your thoughts?  Thanks for reading.

Looks to me like it's designed so that the same board can be used with an external antenna by snapping that bit off and using that connector nearby. You may find there's a link you need to fit to use the connector or it may connect when you fit the mating half.
